The Watchtower is currently under Peacekeeper control.
Items available to Scavenge:
Energy Pill
HK91 Rifle (3/3 ammo)
A Peacekeeper hovercraft appears above you, armed to take out any tributes they find in the streets. To stay alive you'll need to predict their movements and stay hidden (use Spy on Hovercraft action).
The tributes with the 2 lowest Spy scores take 3 damage.
There is also a muttation from a pod.
The muttation has 5 HP.
If killed no damage is dealt.
The muttation will randomly attack two tributes for 3 damage each.
From the Watchtower you may also choose to Spy on tributes in neighboring locations:
Market: Sharlot, Wallace, Lartius, Minerva
Hospital: Thomas, Reese, Wren, Cal, Eloise, Anna
