Millie was setting up the room again. She had gotten a lava lamp and a few posters. They mostly featured cats in outfits that cats wouldn't normally wear. She assumed that this meant they were funny.
A lava lamp adorned a small three legged stool I'm the corner. Millie thought it really pulled the room together.
She had even convinced her father to bribe the Capitol into allowing him to send her a box of cupcakes which she had placed out onto the cleanest musty box of books. "We really do need some real chairs in here," she thought to herself, "...beanbags!"
She looked around the room. It was nice and she hoped her friends appreciated it. The board read: Primrose Accord Special Battle Plan. And then under it much less ceremonially was written "no one dies."
She nodded to herself. It looked perfect bit today was going to be the hardest sell to make. Either her plan was going to become a reality or the Accord would fall apart before it began.

David, disheveled and sickly, shuffles into the musty room.
"Not bad." He says commenting on the room.
"sorry about what happened earlier. I, uh... Thanks, for still letting me join. So who else have you scrounged up? Oh food!"
David leaps for a cupcake. He puts part of a primrose and a couple drops of oil on it and takes a bite. He realizes Millie might think it strange. He turns to her.
"Plants have amazing healing powers and I kinda need those right now." David smirks and focuses on the cupcake. When he's done he turns back to Millie.
"So, why are you so determined to bring everyone together under a pretty little rainbow? I hope you're not trying to undermine the gamemakers." David says noticing the board, "Cause that's crazy. You're crazy. I can give you something for that you know."
David sits down, tilts his head back, and closes his eyes.
"I'm still awake, I promise."
David is still awake.

David was awake.
It was because of this undeniable fact that Millie tried to get through to him. "I wouldn't try to call it undermining the game makers," she said to the boy who was clearly awake, "just consider it a prolonged camping trip with friends with an indefinite end where you have to fend off the wild life but the wild life is other people who don't share the idea of limiting the amount of casualties as we do."
"And if we happen to beat the system some how," she looked around the room, "we can all have more cupcakes with what ever plants you want to put on top."
"Oh and since we're being defenders of justice and all," she smiled, "It would be in our beat interests to protect that girl from district twelve don't you think?"
She looked across the room.
David was awake.
She cocked her head to the side.
David was unstable.

Kimber entered the room entered the room and saw the new kid. She gave a pause at that, feeling a little apprehensive. She glanced around the room and at the new decor, "... Okay." Then her eyes finally rested on the board that read 'no one dies.'
What was that supposed to mean?
She continued to stare at the board in confusion. She didn't really take Millie to be the doe eyed dreamer sort. Of course people were going to die.
"Uhm..." she said as she motioned to the board. She sat down to let Millie explain herself. Maybe it was some sort of joke.

"Kimber," Millie said seeing her enter the room. She saw her eye David and the board with a mixture of skepticism and concern. Kimber was absolutely the last person as wanted to be doubting her. The fact that she supplied a lot to the team aside Millie would like to believe that she was the one person she could really trust.
"Kimber," Millie said, "I have a lot to explain to you." She walked over to Kimber and sat down next to her careful not to invade her personal bubble. "He's a self proclaimed doctor and he's a bit," she looked back at David who was awake, "different but very useful."
"Look," she said bringing her voice down to a level only audible by Kimber, "what I said to you in the green house is what this is all based on. The three of us stick together no matter what happens. But I've found some other people who seem truly trustworthy. We all know people are going to die but the core belief of this alliance is that no one dies. Meaning we stand for what we are: friends. So, yeah, people will die but only if they try to tare us apart."
She leaned back and smiled, "I'm not naive. I just don't want to embrace the fact that we are expected to die in a blood sport. So I wanted to do things differently."
She leaned down once again and said in the same quiet tone, "I can't explain it but I feel like I can trust you with anything and I will defend you no matter what the cost."
She knew thy Kimber would probably be more off put than pleased with what she said. But it's how she really felt and Millie felt she needed to be honest.
She walked back towards the front of the room. "Try a cupcake Kimber they're delicious," she looked around the room, "Do you think the others will like the decor"

Kimber nodded slowly at all that Millie said and glanced over at the boy who looked asleep. If he was or wasn't she couldn't tell. Despite Millie's claim to not be naive, she sounded like it. Kimber didn't think this was going to work, but in a way she kind of wanted it to.
"What happens in the end then? If we make it as an alliance? Do you think the game makers are just going to stand by and let us live? There is only one winner in this game and they will do everything in their power to make that so. You've seen what they can do. What happens when the nightmares they create for us are so terrible that putting a knife in someone's back would be kinder than trying to live through it? What happens then?"
Kimber wasn't trying to be mean, she just wanted to see how far Millie thought this through. If it meant that she lost her trust and got kick out of the alliance well, maybe she was better off on her own.

As David over hears Kimber's concerns, he decides to interject.
"Good morning Kimber." Says David, still with his eyes closed. "You know maybe it's not so bad to have an optimist in the group. We're going to need someone to keep is calm and together when things get hairy."
David lifts his head up and looks over to Millie, "I admire your spirit Millie, but don't be naive. People will die."
David puts his head back down. "I say we worry about the cornucopia now and how we kill each other, later."

"The gamemasters have a lot to through at us Kimber," Millie said solemnly to the girl she hoped would understand. "But," she continued with a genuine smile, "if we stick together there's not a lot they can do."
Millie sighed, "I'm not going to lie. I've seen the past games and they do terrible unthinkable things but if you've been watching the practice rooms you'll notice that there are twelve year olds that can do more than most trained adults."
Millie looked over at Dave who was awake, "He's right. We have to start planning for the cornucopia but I have some plans of my own." We need to set up a camp first of all. We have enough people with scouting experience that we can travel together until we find the most hospital land."
Millie looked Kimber over to see how she was taking this, "We can have those proficient in stealth camouflage out base of operations and litter the area with traps." "One we have a base of operations we can work from there. Send out expedition teams with stealth end escorts guarding them to gather resources and report enemies in the area."
Millie looked away. This was going to be the part she didn't like, "Eventually tributes will come looking for us or the gamemasters will force us to move." She looked back at Millie and making eye contact said confidently, "if we can get through that and make sure there is no one in our ranks who is interested in simply winning the game for theirselves. It's a matter of regrouping and rebuilding a base in the most visible space possible so they can't just write us off by picking a winner themselves and making the rest of us "disappear" while the cameras are on the announcers."
Millie spun around to admire what she had written on the board again and then turned back to look at Kimber. She smiled, "It's not like they can just kill us all at once. Don't get me wrong out lives mean nothing to them and if they ha a way to they would but there is a lot of money riding on this game for some best powerful people."
She smiled at Kimber and grabbed a cupcake for herself, "People the Capitol wouldn't want to piss off."

Millie waved at Mallory as she entered the room, "Hi Mallory! Have a cupcake!"
"Oh and as to your question," Millie said," addressing the room as a whole now, "possibly!"
Millie waited a second before realizing that that was a really bad answer. "What I mean to say," She said quickly, "is that my male counterpart from district one has expressed some interest in jumping ship from his current alliance and either joining another and letting me know the roster of both or joining our alliance instead."
Se smiled, "so best case scenario we know the roster of two other alliances and we can figure out the third from there. Worst case scenario we get another powerful addition to our team!"
"But on a serious note," she said looking over the room, "there is no reason to distrust Decimus. We've been training together for a year and his allegiance is to district one and therefore me. Just as my allegiance is to our cause. Besides we've talked about this extensively in private."

Mallory took a bite of the cupcake, the sweetness almost overwhelming her. When was the last time I've had something this sweet? she wondered to herself. She shook her head to clear her senses. No more daydreaming. she commanded herself, this is a competition remember?
"I like the idea of getting information about another alliance, but can we really trust him?" Mallory blurted out. "I mean, I don't want to be mean, but he's been training his entire life to win this game, wouldn't he be willing to betray you? I don't think we can rely on loyalty to you just because he comes from the same district. I guess, I mean, what I'm trying to say is, we need to be more careful if he's as powerful as you say."
Mallory went silent, a little surprised with herself over the outburst. Where did that come from? she wondered.

Kimber brooded over Millie's response. She wasn't too pleased with it. She still didn't think Millie was prepared for the worst of it. Relying on the trust of those around you would only get you so far.
At the mention of Decimus, Kimber grew a bit suspicious. She hadn't met the guy yet, but from what she heard she didn't really like him.
"You have a good plan for a base camp, but I'm still not convinced that you are prepared for the worse. As for Decimus, I'm with Mallory on this one."

"I'm not a fan either and I don't want the number of tributes in this alliance to get so big that nobody feels any sense of allegiance to each other. So if we're doing this democratically, I think Decimus is out. However, this still presents us with an amazing opportunity. I say we get the info on the other alliances from him, invite him into the group, and then on the first night in the arena we dispatch him. We're not going to win these Games by making friends with everybody."

"I don't think we can trust him." David's voice bursting from where he sits, "I'm sure YOU can trust him, but we can't." David slowly starts to get up to address the room.
"WE are our alliance. We can trust only each other. If Decimus wants to join us then fine, let him come. If not, then we can not have him spreading doubt among us." He turns to Millie. "I'm sorry Millie but that's just how it is. He would be a valuable asset, but he has not proven himself to us. Some of us havent even met him." "No. We must stick to what we know. At least for now."
David turns back to sit down. "I suggest we figure out our cornucopia situation. We are running out of time." David sits, seemingly exhausted by exertion. "I am excellent at gathering, hand to hand, and scouting. Plus i have an extensive knowledge of herbal remedies. How can that prove useful?"

Millie smiled strangely genuinely after a room of her friends had told her that they shouldn't trust or possibly kill someone she knew so well. "I was right in picking you guys!" She said happily!
"Mallory," she said suddenly turning to the girl, "you spoke your mind even though you knew there was a good chance I wouldn't like what I heard." She smiled, "That shows honesty!"
"Kimber," she continued and turned to face her, "you basically told me my plan isn't going to work the way it is. That I'm still a bit naive." She smiled, "but you're willing to stick with me regardless. That shows trust."
"David," she looked at him and hoped he was awake, "I like that you want there to be no doubt among us. You try are caring but I guess that's what makes you want to be a doctor."
"And Jayden," she said turning to the last person in the room, "you drew back on the democracy I once mentioned and even showed that you consider the trust amongst the founder members of our alliance over the brute force of a multitude of people."
"I'll be honest I've been out recruiting a lot lately," she looked up at the ceiling, "trying to unite everyone under one banner I guess."
She turned her attention back towards her friends, "we'll then it's settled anybody who wants to be part of us needs to be voted on by the existing accord!"
"Thanks for reminding me of what was important guys."

"I say we let everyone who's willing into the alliance so that we can take them all out on the first night. We can even establish a separate alliance meeting room and invite them into that one so we can still use this space to discuss our real strategy. The other alliance room will just be for developing false trust with the new members." The other members seemed to be ignoring his backstabbing strategy, so he added, "Look, this is a survival competition. No, it's not ideal to be misleading these other innocent tributes, but we're going to eventually have to try to kill them anyway. We may as well take out as many of them as possible as early as possible, right?"

"Actually Jaden..." Mille started slowly, that's not a bad idea, "I mean not the killing and backstabbing part but the setting up a puppet alliance that we can invite people that we vote are at least somewhat trustworthy to that group where we can check out their personalities and see how they react presented with certain scenarios."
"That way we could try out a larger alliance without the risk of losing our identity," Millie smiled as she often did, "this started with the four of us in the greenhouse and it will always be the four of us that hold our alliance together."
"So," she said looking around, "am I going to need to find some more cupcakes?"

David stands up to address the room. "No offense, but that's a terrible idea. If we do this I'm honestly going to leave the alliance. That isn't a plan. We need a real plan! This alliance is, no offence Millie, but going no where right now and i don't think that we can...huck! Ack! Huck!..."
David starts coughing hard.
David gives himself time to cough. He breaths.
"*Sigh* I'm sorry... I'm sorry." He speaks calmly now. "We need a plan of attack. We need (cough) to attack."
"I think, Millie, if you trust Decimus you should talk and maybe we could have our two alliances attack another alliance at the cornucopia. Then, we shall go our separate ways. That way we don't get tangled up in trust issues. I feel like our group is weak on offense, maybe you even talk to him about some trades. No offence. I like you guys, but this might keep us alive for a while."
David waits a beat. His posture becomes less aggressive and he reached into his pocket. He takes a vial of oil and puts some drops on his tongue and sits down. He hopes he hasn't over stepped his bounds.

Millie looked around the room. The atmosphere was getting tense fast. She singhed Internally to herself. "It's probably time to show them today's exercise," she thought to herself.
Millie pulled out a stack of papers from a drawer in the wall next to the white board. "Ok so I know we're all having some issues staying on one topic and agreeing on any of them but I prepared something that should aid us with this." She smiled and plopped the stack of papers next to the cupcakes. "Everybody take one!" She exclaimed proudly.
The paper read:
1. What is more important to you winning or surviving?
2. Do you believe that the primrose accord can finish the games with its mission intact and mutual survival until the end.
3. Which is more important at the cornucopia? Getting supplies, escaping together safely, or thinking the heard?
4. Do you think we should align ourselves with any other alliances and who?
5. Do you trust the original five members?
6. What do you think we need to be successful? (Talents, strategies, items, etc)
7. Many tributes wish to join out alliance. Listed below are their names. Please write down your feelings if any and whether you think they would be a good fit for our alliance. If you don't know them feel free to ask me about them while you fill this out.

"Now," Millie said as she glanced around the room, " Derrin hasn't explicitly asked to join but he has alluded to it even though I'm fairly certain he has his own alliance."
She sighs as she sits down to fill out a sheet herself, "and as for Decimus...I trust him but his actions of late make me wonder if he'd fit in among us."
"Please be completely honest even if you think it will upset someone or make waves," Millie sat down to start her own paper, "if we're not honest with each other at this stage we'll doom ourselves to fail no matter what we do."

Kimber felt mistrust at Jaden's words. If he could back stab others so easily, misleading them into false trust no doubt, then how could she know he wouldn't do that to them before the time came to expect such a behavior? Maybe he was already planning something. This is why she didn't want to get into an alliance in the first place. Too messy. She started doubting if she could go through with this.
"More people will bring more problems."
She took a sheet and glanced at it. She thought the idea a bit silly. What else was she going to do though? She could leave. That was the only other option, but something was holding her back. Part of her wanted to see where this led, but if one more thing she wasn't happy about happened she might just end it.
She started filling out the sheet.

Millie noted the concern on Kimber's face. She had seen a lot of that from her lately.
And it deeply troubled her...
She was going to have to find some way to convince her that- She paused.
She was going to have to way someway to make her feel- Millie paused on this thought again.
She shook her head, "No," she thought to herself, "She wasn't just going to gloss over this she was going to be there for her friend. " She had promised survival on the battlefield but she had to make sure her friend survived the days before it as well.
Millie knew full well that if Kimber went running off with out them when those games began she would go running after her consequences be damned. And if she did that who knows what would have to happen to her team.
She had to protect her team. She had to protect Kimber.
She had to protect her friends.

"Oh," Millie said aloud as she remembered something that had been on her mind for a while, "Hey David?" Millie walked over to the boy. She thought he was awake she could never quite tell. Her current theory was that he was in a constant quantum state of both being awake and the same time. It was actually an impressive talent.
"I have REALLY been meaning to get a chance to talk to you about the girl from District Twelve if you have the time," she addressed him hoping that he was awake.
