( Make sure to read Part 1 first) Vester swung down through the gaping hole in the ceiling and landed in the dark, rubble filled hotel room. He wondered if the fall was enough to crush Millie's tiny body. He looked around to see if he could catch a glimpse of red hair underneath any of the fallen debris. "Beggin' your pardon Mr. Lombard," Coughed Agni, emerging from the debris of the District 11 victor suite.
"Mind tellin' me why you gave my hidin' place a new skylight?"

COUGH...COUGH... Millie took in a deep breath of fresh air as the dust settled and cleared it from her lungs.
Even though she had found a way to cut Vester off from his complete control of the capitol he had found a way to seize that control back. "As long as I am on the defensive its just a matter of time til he wears me down and wins..." she thought to herself.
Millie squinted through the settling debris. "Not him..." she thought to herself, "not now..."
It was no secret that Millie didn't enjoy fraternizing with other victors because of what they represented to her and the mirror it shined on her own acts of violence in the arena but Agni...
...he seemed to enjoy his dominance over the tributes of his year like a hunter proudly showing off his collection of mounted heads. She didn't dislike the guy but she wouldn't say she trusted him to fight along side her either.
"I could use him as a sacrificial la-" the thought made its way halfway through her head before she shook it out.
Taking down Vester might be the most important thing but it still wasn't worth sacrificing others to achieve. If she did that how would she be any better than the boastful and proud victors of the arena that disgusted her?
No. She had to find another way to pull this off.
Millie decided to see if she could scavenge some sort of weapon from her surroundings while Vester was distracted with Agni's sudden appearance.

In the dark there was no sign of Millie among the rubble. But the victor from the first Hunger Games emerged.
“Agni, it’s not just the training center that is crumbling. Our peaceful nation of Panem is being attacked by terrorists who intend to steal our way of life and kill us all, and yes, as a wealthy victor in the Capitol that unfortunately means you too. Their totalitarian communist regime will take everything that you have fought for and rightfully earned. If there is any sense in you, follow me. There is still time. We can stop this and restore peace to Panem.”

A shuddering groan rocked through the training center as Agni considered Vester's proposal.
"I seem to recall bein' frozen, starvin' and attacked by bears during my Games, Mr. Lombard. That's 'fore other tributes threw themselves against Leevy and I."
The District 11 victor knelt to dig through a shattered cabinet, cursing at its jagged splinters and lack of light.
"You made our lives hell, and now you're sweatin' worse 'n a snowman on a warm day 'cause the arena's come to you.
But you're right; some folks out there'd like to tear me up almost as much as you. After three years of Panem seein' my bloody highlights they don't see Agni Sparks; they see a body count."
Agni gave up on scavenging the ruined drawers, and stood up from its rubble.
"Seems t' me I've got three choices: Give 'em the Gamemaker they want, hopin' they'll be understandin'; or I could take my chances out there alone." He nodded toward the city outside the training center.
"Course, I could call in a favor for th' times you tried t' kill me. You've probly got somethin' in mind to keep ahold of this mess; but let me say it plain:"
Agni's eyes seemed to burn with a frightening glare at the game maker.
"Unless you've got 'nother way out, I'm through killin' for you; Lombard."

It was dark but luck was on her side as Millie's hands happened upon a ceremonial bow and arrow in the rubble of the District 11 victor's suite. From the looks of it the bow seemed to be some sort of trophy from a past victor of the games. It was gold leafed but the underlying bow seemed functional enough to get a shot off. Millie ripped it off of the plaque it had been loosely attached to and readied an arrow.
She was only going to have one good shot while Agni held Vester's attention so she had to make it count.
"If I can injure him enough to disable his shooting arm I can make a break for the exit and head towards the city boundaries," she thought, "Maybe there I can meet up with the resistance and provide them with some intel."
Narrowing her eyes in the darkness she took aim at his shooting arm and let the arrow fly.

THWAP! The arrow lodged into the back of Vester’s right arm.
“Graaaaah!!” Vester howled in pain, clutching his arm.
Vester made a run for the hallway. He wasn’t prepared for a two on one fight. Luckily a Peacekeeper had just made it up to the 11th floor in response to the explosion.
“They’re in here!” Vester called. “Hold them off here. I’ll alert the Capitol guard that the tributes have escaped.”
Vester ran for the stairwell.

“Roger that.”
The Peacekeeper hid behind the doorframe and peered into the room. He spotted a flash of red hair in the darkness and fired a spray of bullets.

Bullets zipped through the scattered debris of the 11th floor as they scarred a path toward Millie's vantage point. Agni growled as he ducked behind a crumpled holo-table to approach Millie.
"Mighty rude, interruptin' a negotiation like that; Ms. Cartwright." The farm boy smiled at Millie, still holding her bow. "But it was worth it to hear Lombard screamin' fer once." Keeping low across the darkened foyer, Agni gestured toward the lone peacekeeper. "Keep coverin' me with that bow, I'll take 'em out soon as I find wherever it dropped to..."

'There y'are!' Agni hefted the axe free of a shattered banister. Holding the familiar weapon in his hand surged back mixed feelings of power and dread. 'Got to wait for his next burst toward Millie, or somehow catch him off-guard...' Agni began to creep toward the distracted soldier. 1d10

Millie knew she had to do something fast to get past this guard if she wanted to catch up with Vester.
"I can't just attack him head on..." she thought to herself, "Maybe if I can sneak around behind him in the dark."
Millie closed her eyes and visualized the arena from two years ago. It was painful but it brought the sense of urgency she needed to fuel her adrenaline right now.
In her mind she was sneaking through the terrain amidst blood thirsty tributes while in real life she snuck up behind the guard.

Sadly at the last moment she tripped over a piece of rubble which let off a loud KLACK as it tumbled across the floor.
"SHIT!" she screamed inside her own head.
She only had one chance at survival now, "AGNI! NOW!"

The Peacekeeper turned towards the sound. Millie was crawling atop a mound of rubble by the east wall. The Peacekeeper raised his machine gun, the red hair centered in his sights. "PK-31," came a voice on the Peacekeeper's communicator. "They've issued a warrant for the arrest of Vester Lombard." "Who's the order from," the Peacekeeper replied. "President Snow." The Peacekeeper hesitated, then lowered his machine gun. "He's headed down to the common area, we can still catch him!" The Peacekeeper waves for the tributes to follow and heads for the stairs. ...Continued in the Common Area.
