Sharlot headed back to Vester's chamber to report her progress. After another weirdly warm greeting, she went straight to the point, "I gained access to Millie's old alliance room. I wrote some things on the wall that seemed to stir up discussion of rebellion. Word seems to be spreading across the alliances. People are getting excited." She waited for a reaction from Vester. "So what's next?"

"Excellent. I will make sure to bring this up with Millie. If she believes that her movement is cause for concern to the Capitol, she will surely follow through in leading the tributes into war." "Next is the grand reveal!" Vester said enthusiastically, throwing his arms into the air. "We need an announcement of the rebellion. It has to come from someone that Millie trusts."

"I did a background search on Millie and there's no record of any living relatives. Her only friends were the members of the Primrose Accord, but they're all dead too."

"Unless one of them miraculously escaped and then seeks vengeance on the Capitol. Are there enough soundbytes from anyone in the Primrose Accord? We can cut together a distorted message from one of her old allies and play it over the announcements."

" I checked all of the camera archives, including security footage and shots that were not used in the broadcast. There wasn't enough from Mallory or Kimber, but I found Jaden has a lot of audio to work with."

"Perfect. I want you to cut the lines together into a call to arms. At the end of the message, he will beg Millie to lead the tributes out of the training center and into the Capitol, where the arena awaits them. Then the tributes will fight each other to the death over a non-existent war. There will be cameras and news teams everywhere. People will be glued to their TVs to hear the story of the escaped tributes."

Sharlot smiled. The plan was playing out smoothly and she was having fun playing game maker. But she did have one burning question. "Since there's no real arena, there's no need for me to actually go out there and fight with the tributes, right? Spending time with everyone here in the training center I've actually gotten a bit attached to some of the other tributes and I don't think I could attack my friends."

Sharlot swallowed hard (almost choking on her mechanical tongue). "All right," she said feebly. "I'll lower the Training Center's force field tonight after the announcement." Sharlot headed off for the Media Library. Hacking the shield would be easy. Avoiding getting caught was going to be a challenge.
